MHADA new G.R. for redevelopment 2026 The Maharashtra government Co-operation Department issued a new Government Resolution (GR) on September 30, 2026 tightening the redevelopment and developer-selection process for cooperative housing societies.
Key Changes in the 2026 Rules
Consent & Quorum:
Requires a two-thirds quorum and approval from at least 51% of total members for a redevelopment decision
Developer Selection:
• Mandates strict public tendering processes (notices in English/local newspapers), secret-ballot voting, and time-bound appointments
Virtual Participation: Permits member participation via video conferencing for key meetings to drive higher attendance.
• Registrar Oversight: Expands the role and powers of the cooperative registrar, though it has sparked debates regarding society autonomy.
Superseded Frameworks: Supersedes older guidelines from January 3, 2009, and July 4, 2019
MHADA & Cluster Redevelopment Context
Cluster Integration: Combines outdated or structurally weak MHADA/LIC/colonial/society buildings/colonies into single integrated master plans.
Premium Relief: Ongoing implementation/application of premium reduction policies (such as G.R. dated 14.01.2021) for eligible projects like Noor Villa CHSL (Vile Parle), Gandhi Nagar Jalkiran/Shri Ganesh CHSL (Bandra), and Nehru Nagar Vishwadham CHSL.
Engineering Support: MHADA handles technical alignment and empanelment of retired/semi-govt/MHADA deputy engineers on contract for oversight.
Flagship Projects: Continued push on major undertakings like the BDD Chawl Redevelopment Project targeting completion timelines.
